Tax Revenue Not as Expected, Indonesia&#8217;s tax revenue performance in 2024 recorded results that did not meet the target. By the end of the year, the realisation of tax revenue was recorded at IDR 1,932.4 trillion, or only 97.2% of the 2024 State Budget target of IDR 1,988.9 trillion. Despite being below the target, the figure shows a 3.5% growth compared to 2023. These results were presented at the Ministry of Finance Press Conference on Monday (6\/1).<\/p>\n\n\n\n<p>Deputy Minister of Finance III, Anggito Abimanyu, assessed that this failure was largely due to weak tax revenue in the first semester, particularly in strategic sectors such as mining and manufacturing. Global economic conditions and the moderation of commodity prices also affected the final result.<\/p>\n\n\n\n<p>This article will review the main challenges faced, analyse the causes, as well as the strategic steps that need to be taken to improve tax revenue going forward.<\/p>\n\n\n\n<p>Challenges in the First Half of 2024: Impact of Commodity Price Moderation<\/p>\n\n\n\n<p>In the first and second quarters of 2024, tax revenue contracted significantly. Revenue in the first quarter was only IDR 393.9 trillion, down 8.8% compared to the same period last year. Data shows that the moderation of global commodity prices in 2023 has put a huge pressure on corporate profits, which then impacts corporate income tax (PPh) receipts.<\/p>\n\n\n\n<p>Recovery in the Second Half: The Role of Transactional and Industrial Sectors<\/p>\n\n\n\n<p>Despite facing a difficult start, tax revenue started to show improvement in the second half. In the third quarter, revenue reached IDR 461 trillion, growing 10.4% on an annualised basis. This increase was driven by transactional taxes such as domestic income tax, income tax Article 22 on imports, and import <a href=\"https:\/\/provisio-id.com\/provisioconsulting\/smart-solutions-for-the-12-vat-policy-transition-period\/\">VAT<\/a>.<\/p>\n\n\n\n<p>The fourth quarter recorded a more significant increase, with revenue of IDR 577.6 trillion or growing 20.3% yoy. Increased economic activity in the trade, manufacturing, finance, and insurance sectors were the main factors. The decline in coal and palm oil prices has had a major impact on tax revenue from the mining and manufacturing sectors. A study from the Asian Development Bank (2023) highlights that countries whose economies depend on commodity exports often face similar challenges.<\/p>\n\n\n\n<p>Solution: Economic diversification is an important step to reduce dependence on the commodity sector. Increasing the tax base by developing the services, manufacturing and technology sectors could be a long-term strategy.<\/p>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>Low Taxpayer Compliance<\/li>\n<\/ol>\n\n\n\n<p>Taxpayer compliance is also a chronic problem in Indonesia. Based on data from the OECD (2023), the level of tax compliance in Indonesia is still relatively low compared to neighbouring countries. This indicates the need to strengthen the tax monitoring and enforcement system.<\/p>\n\n\n\n<p>Solution: Digitalisation of the tax system can help improve transparency and simplify taxpayer reporting. The government also needs to educate the public on the importance of tax contributions to national development.<\/p>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li>Limitations in Tax Base Expansion<\/li>\n<\/ol>\n\n\n\n<p>The current tax structure tends to rely on the formal sector, while the huge potential in the informal sector has not been optimised. According to a report from the World Bank (2024), the informal sector in Indonesia contributes around 50 per cent to GDP but contributes little to tax revenue.<\/p>\n\n\n\n<p>Solution: The government needs to design inclusive policies to integrate the informal sector into the tax system, for example through simple tax schemes and incentives for small and micro enterprises.<\/p>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\">\n<li>Less Flexible Tax Policy<\/li>\n<\/ol>\n\n\n\n<p>Rigid tax policies are often unresponsive to changes in the global economy. This makes it difficult for tax revenue to adapt to emerging challenges.<\/p>\n\n\n\n<p>Solution: Developing tax policies that are flexible and based on real-time data can help the government respond to changes faster. Digital-based tax systems such as e-invoicing and e-payment can be a tool to achieve this flexibility.<\/p>\n\n\n\n<p>Strategy Going Forward: Building Tax Revenue Resilience<\/p>\n\n\n\n<p>To face future challenges, the following strategic measures need to be implemented:<\/p>\n\n\n\n<p>Strengthening Tax System Digitalisation<br>Digitalisation is a key solution to improve efficiency, transparency, and monitoring of tax revenue. The use of big data analytics can help the government identify potential revenue and reduce tax evasion loopholes.<br>Economic Diversification and Tax Base<br>Expanding the tax base through the development of new sectors, such as technology and renewable energy, can reduce dependence on the commodity sector.<br>Improving Tax Compliance<br>Tax education and awareness campaigns need to be intensified to improve taxpayer compliance. In addition, incentives for timely tax reporting can encourage active participation.<br>Adaptive Progressive Policy<br>Flexible policies, such as dynamic tax rates based on economic conditions, can help anticipate revenue fluctuations.<\/p>\n\n\n\n<p>Addressing Tax Revenue Challenges with Innovation<\/p>\n\n\n\n<p>The below-target realisation of tax revenue in 2024 provides important lessons for the government. Dependence on the commodity sector and tax compliance challenges are key issues that need to be resolved.<\/p>\n\n\n\n<p>With strategic measures such as digitalisation, economic diversification, and tax policy strengthening, the government can build a stronger and more sustainable tax system.
